Overview
The university was founded for one purpose: to supply Ironwatch with battle-mages. The fortress holds the abyssal gorge, it cannot feed itself, and it certainly could not train its own casters — so Bellhaven, already the city that fed it, became the city that armed it.
It has flourished well past that brief. Most of the arcane schools can now be studied inside the walls, the research library is genuinely good, and a substantial share of the educated people in the region passed through here on their way to something entirely civilian.
But the war schools are still the ones with money behind them.
The war and civic tracks are subsidised and sponsored by the wealthy of Lord's Hill. Everything else pays its own way. That single fact quietly decides what a great many students end up studying.

The Arrangement
Lord's Hill is the elevated northern quarter of Bellhaven — administration, records, the better houses, and the lord's fortified manor. Its wealthy fund the war and civic schools.
That is not charity, and it is not really scholarship either. Bellhaven's entire prosperity rests on the supply line over the mountain passes staying open and Ironwatch staying standing. Paying to make battle-mages is the city buying insurance on its own trade route.
A student on the subsidised track is therefore not simply being taught. They are being aimed.

One so far, and she is the reason this page matters more than it looks like it should.
Walked out of Ironhollow at nineteen on a scholarship, on the strength of raw arcane talent nobody in her family saw coming. She and Vosk write rarely and understand almost nothing of what the other does for a living.
She is enrolled in Ars Grammatica. Many of her professors are advising her toward a more civic or war-based track — which is to say, toward the schools with Lord's Hill money behind them, and toward Ironwatch.

Kestra is currently the only person written into two places at once, and the pressure on her runs directly against her own family. Her brother Vosk has spent fifty years standing at picket lines, her sister Brenna runs the organizing back in Ironhollow, and Kestra is being steered toward the war track funded by exactly the class of people they organise against.
She does not appear to have noticed the shape of this. Neither, so far, has Vosk.
For the GM
The university is the cleanest hinge on the map. It connects Bellhaven to Ironwatch institutionally rather than just economically, it puts a Hammerfist in the middle of the war economy her family fights, and it is the obvious place in the region to research anything nobody else can identify.
It is also the place that would notice first if the reason it was founded came back. A fortress that has not needed battle-mages in years suddenly asking for them again is a very loud, very early warning.
